No, it does not move erratically
Is the wiring harness, module or sensor obviously broken or damaged?
If not, double check that the sensor is in a location where it will be constantly submerged in fuel (a pressurized feed or return line). If it is installed in an appropriate place reach out to COBB Customer support with a datalog of TGV voltage for further assistance
